Final exam and other years?

Nice arrangements for the final exam candidates with extra retakes and being able to brush off a failing grade. Fine!
But...what will be the arrangements for transferring for the rest of high school? Students in non-exam classes are also entitled to support in the criteria for passing! Especially in the year when SEs are already made that count towards the exam!
